Philadelphia recently passed an update to its Fair Chance Hiring Ordinance. With over 300,000 Philadelphians having had some involvement with the criminal justice system, this legislation creates clear, workable rules that open the door to an often-overlooked pool of talent. By understanding and implementing these new protections, including shortened lookback periods for misdemeanors from 7 to 4 years, employers can tap into this motivated workforce.

The updated law is a proven benefit: clear, workable rules mean accelerated hiring pathways, strengthening our communities and economy. To support organizations looking to expand their talent pool, we have introduced the Fair Chance Implementation Series.

The Chamber of Commerce for Greater Philadelphia (the Chamber), in collaboration with JPMorganChase, Envoy, and Philadelphia Works, is excited to introduce the Fair Chance Implementation Series. The multi-session initiative aims to help regional employers confidently adopt and expand fair chance hiring practices. The six-part series – and targeted, individualized technical assistance – is set to begin in early 2026.

The series is designed to equip businesses with the tools, insights, and support needed to effectively hire and retain talent, specifically individuals with prior justice system involvement. The Chamber, alongside Envoy and Philadelphia Works, will convene subject matter experts, including HR professionals and workforce leaders from across the region. They will discuss key areas such as staffing strategies, pre-employment screening, and organizational HR practices in compliance with Fair Chance Hiring legislation. The series provides attendees with the opportunity to establish meaningful and long-lasting connections with peers, gain fresh perspectives, and address multifaceted challenges together.

Strengthen your hiring pipeline and lead the way in fair chance practices. To learn how the Implementation Series will support your business, contact Tina White, Talent Strategies Coordinator, at cwhite@chamberphl.com or (215) 790-3628.
